layout not restored on program start

I arranged the tools windows on my second monitor and saved it via "save workspace" ->

After opening a new instance by opening an arw file from file explorer, it does not load the same layout. Maybe i have a missunderstanding about "save workspace" but that was my expectation :)
As you can see the panles fly arround ->

I also want to mention screen has only 2k resolution with the panels and on the the main screen it is 4k. 
Overall i have 3 screens (left 2k, middle 4k, right 4k) if this makes any difference. ->

I also activated the new Prefernce -> Interface -> Restore last view settings on program start
