You want to combine two basic actions (marking and moving to a subfolder) into a single action.
The problem is that the number of combinations of such basic actions is at least several thousand (why, for example, not change the white balance along with marking a file with three stars; or rename a file according to some rule if it's marked with a green mark?)
Perhaps in the future we will provide a general mechanism for combining arbitrary actions (via scripts or action recording), but we certainly can't program all user-requested combinations of two (or more) basic actions into a predefined set.
