1) I agree with you that toggle for the star rating would be confusing. Toggle for labels would work the same way it does in lightroom. Press Alt-6 for Red. Press again to toggle back to no label. The most useful additional toggle for me would be the zoom (fit<>100%).
3) Before you spend too much time on this, I just upgraded to a new computer and moved a lot of files across from my old computer. This may have caused the issue. I also updated from Win7 to Win10 and moved many programs to a new drive alias.
