You probably may want to set the Preferences – Copy/Move/Rename – Keep sequence numbers for rename between session setting to checked, to have global incrementing counter.
Use EXIF timestamp sort order to sort your files from oldest to newest: https://updates.fastrawviewer.com/data/FastRawViewer2-Manual-ENG.pdf#pag...
Visit your folders with files from oldest to newest or put all your files to be renamed into a single folder.
