Very much enjoyed this discussion of Histograms.   
If I understand this issue at all, this photo has very Underexposed areas (walls) and Overexposed area (window).   
The Exposure Stats numbers under UnExp is telling us that about a third of the photo is Underexposed and OvExp says less than one percent is Overexposed.
I believe the blue spikes are the Comb referred to earlier in this message.
